If you look to the left of the picture about halfway down, you will see below the church with the white steeples what looks like a parking lot stretching to your right. I believe that is where the old city hall was located. If I'm right about this and it had already been torn down at the time the picture was taken, then this picture must be from the late 70's, because in 1970 City Hall was still there.
